‘First responders’ unprepared

Nearly two years after the Sept. 11 attacks, the most countriesremains “dangerously unprepared” to handle another catastrophic attack. Look at the Netherlands and look to the way they handled Eschede, Volendam and The Hague.

The main problem is that emergency responders on the front lines — police, fire, public health and other officials — are underfinanced and lack the equipment or training they need.
